To mitigate the negative impacts on <strong>energy availability<\/strong> <strong>and prices<\/strong>, the European Commission has already introduced a range of measures, including the &#8220;<a href=\"https:\/\/commission.europa.eu\/topics\/energy\/repowereu_en\">REPowerEU program.<\/a>&#8220;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With \u201e<a href=\"https:\/\/energy.ec.europa.eu\/strategy\/accelerateeu-strengthen-eu-energy-resilience_en\">AccelerateEU<\/a>,\u201c a new package of measures is now being introduced, aimed in particular at <strong>accelerating the transition away from fossil fuels<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">AccelerateEU: the &#8220;Big Five&#8221; for a better future<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At the core of the new package are the following areas, which include numerous measures:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Better <strong>coordination<\/strong> at the EU level<\/li>\n\n\n\n<li>Protection of <strong>end consumers<\/strong> from price shocks<\/li>\n\n\n\n<li>Accelerated phase-out of <strong>fossil<\/strong> fuels<\/li>\n\n\n\n<li>Strengthening of <strong>energy networks<\/strong> and the energy system<\/li>\n\n\n\n<li>Increasing public and private <strong>investment<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">To this end, the Commission outlines \u2013 partly in annexes to its communication \u2013 concrete measures at the European and member state levels. These include binding measures such as the swift <strong>adoption and implementation of the \u201e<\/strong><a href=\"https:\/\/energy.ec.europa.eu\/topics\/infrastructure\/european-grids_en\"><strong>EU Grids Package<\/strong><\/a><strong>\u201c<\/strong> and non-binding measures such as better coordination of member states\u2019 efforts to <strong>prevent fuel shortages<\/strong>. In addition, there are also plans to reintroduce flexibility in the area of <strong>state aid law<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201eThe choices we make today will shape our ability to face the challenges of today and the crises of tomorrow. Our AccelerateEU strategy will bring both immediate and more structural relief measures to European citizens and businesses. We must accelerate the shift to homegrown, clean energies. This will give us energy independence and security, and mean we are better able to weather political storms.\u201d (President of the Commission Ursula von der Leyen)\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a id=\"_msocom_1\"><\/a><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">Controversial: the positive role of nuclear energy<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Somewhat controversially \u2013 yet reflecting the current energy policy reality \u2013 the Commission repeatedly emphasizes the importance of <strong>nuclear energy as a safe, clean, and emission-free technology.<\/strong> Expanding nuclear power, it argues, could strengthen the EU\u2019s energy independence. Given the EU\u2019s low uranium extraction capacities, this assessment is surprising.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">Assessment: well-intentioned, but\u2026<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, the Commission\u2019s <strong>new paper is not entirely convincing<\/strong> and is unlikely to make a substantial contribution to alleviating the current energy crisis. The Commission\u2019s approach appears overly broad: On the one hand, it gets bogged down in micro-management when it recommends changing the default settings of air conditioners, while on the other hand the Commission is too vague on major legislative initiatives and fails to set binding deadlines.
